Köksal Bayraktar who was born on 11.11.1941 in Bandırma graduated from Galatasaray High School in 1961. He graduated from İstanbul University Faculty of Law in 1965 and joined to department of Criminal Law of the same faculty. He gained his doctoral degree from Istanbul University Faculty of Law in 1971 with his dissertation named “Criminal Liability of the Doctors due to Treatment” and became an associate professor in 1971 with his dissertation named “Felony of Inciting to Commit Crime”. He later became a professor with his dissertation named “Political Crime” in 1982. He completed his dissertations for his associate professor degree and professor degree with his studies at Law Faculties of Strasbourg and Paris Universities.
In 1999, he left Istanbul University Faculty of Law and started working as a member of department of criminal law and criminal procedural law at Galatasaray University. He founded Criminal Law Criminology and Human Rights Centre together with Prof. Dr. Duygun Yarsuvat there, established two different specialization library, and also did important studies to found and improve Turkish Criminal Law Association.
He was appointed as the dean of the Faculty of Law in 2006 and resigned in 2008. During his deanship, he has improved education at Galatasaray University Faculty of Law, turned it into one of the foremost higher education institutions in Turkey.
Prof. Dr. Köksal Bayraktar wrote several books and more than one hundred articles in both Turkish and French.
He still is a member of faculty at Yeditepe University Faculty of Law.
